Update JDK Properties

Update the following properties within the Java SDK:

serverURL=https://ics2.ic3.com:443/

This tells the SCMP client to use an HTTPS connection.

useJdkUrlConnection=true

This tells the SCMP client to use the JDK URL Connection. This is required for HTTPS to run.
