The ics_paypal_do_ref_transaction service uses a billing agreement to process a payment.
When you request ics_paypal_do_ref_transaction, you must include the following fields in the request:
nics_applications
nmerchant_id
nmerchant_ref_number
ngrand_total_amount or at least one offer line with an amount field
